Dear WSMC Member and Qualified Individuals and Agents Representing WSMC Members:

We wish to provide the WSMC membership with the latest and accurate information regarding oil spill contingency plan compliance in Washington State. Recently the Washington State Department of Ecology approved an additional company as a potential plan provider for vessels operating in Washington waters. If vessel owner/operators are considering contracting for oil spill plan coverage with a company other than WSMC, we ask that you contact us first to ensure you have accurate information as you consider which plan is appropriate for your situation. We are always available to answer any questions regarding oil spill contingency plan coverage for your vessels while they are operating in Washington waters.

We want to assure you that the current WSMC Oil Spill Contingency Plan remains in place with no changes until January 1, 2014. Enrolling with WSMC (owner/operators may enroll directly or through an authorized agent) will continue to be a simple and straightforward process. We remain ready and able to meet your contingency plan compliance needs while your vessel is in Washington both before and after January 1, when our updated plan will be in effect.

The spill response resource contract between WSMC and National Response Corporation (NRC) is still in full effect until the end of 2013. Under this contract, WSMC has first priority for the activation of NRC spill response resources in the event of an oil spill.

We stand behind our proven track record of effectively managing spill responses. Our spill management team is led by incident commanders (ICs) who are seasoned professionals, not just oil spill clean-up practitioners. The WSMC ICs all come from the senior ranks of the US Coast Guard (USCG) and the US National Oceanic and Atmospheric Administration (NOAA) experienced in oil spill response and management. WSMC’s experienced and professional spill management team will always look out for the best interests of all WSMC members, ensuring a rapid and effective clean-up. We accomplish this in a cost effective manner in service to and for the benefit of the member, and not to make a profit. Our ICs also ensure federal and state agency requirements are met, drawing on their prior government agency experience in order to minimize any potential fines or penalties as the result of a spill.

WSMC, as a cooperative of owner/operator members, continues to have the best interest of its members as the top priority. We remain a cooperative of members, created by and for the membership.
