We are committed to making enrollment as straightforward as possible. Start the process below to become a member and enroll your vessel.

WCMRC covered vessels, inbound along the US side of the Strait of Juan de Fuca, must submit a WSMC Enrollment Agreement and Schedule of Vessel Information to receive reciprocal coverage under this agreement.  This enrollment provides the WCMRC vessel coverage by WSMC for the purposes of compliance with WA state regulations and in the event of a spill incident while in US waters of the Strait of Juan de Fuca. These vessels are not required to have a USCG Vessel Response Plan (VRP). However, they must have the appropriate Certificate of Financial Responsibility (COFR).  “This agreement only entitles the vessel to coverage that is free of charge while transiting the US waters of the Strait of Juan de Fuca.”  If the vessel does call a Washington port WSMC fees will apply and a USCG Vessel Response Plan (VRP) is required.  Enrollment with the Emergency Response Towing Vessel will also be required.

In 2009 the Washington State legislature passed ESSB 5344 which became effective July 1, 2010 (the “Act”). This Act requires all Covered Vessels to provide an emergency response system (ERS) that includes an emergency response towing vessel (“ERTV”) stationed at Neah Bay, Washington, if a Covered Vessel transits the ERTV Transit Area.The Act defines the ERTV Transit Area to cover all Covered Vessel transits to or from a Washington port through the Strait of Juan de Fuca, except for transits extending no further west than Race Rocks Light.Contingency plans for Covered Vessels operating in the Strait of Juan de Fuca must now also enroll with the ERTV Compliance Group for coverage. Enrollment with ERTV Compliance Group is done using the ERTV Enrollment Form. WSMC members can use their combined WSMC/ERTV Schedule of Vessel Information with the ERTV Enrollment Form.
